Just over a year ago, shipowner organisations warned about an imminent humanitarian crisis as huge numbers of migrants from African and war-torn Middle Eastern counties risked crossing the Mediterranean Sea in unseaworthy boats to find a new life in Europe.

They were right about the scale of the problem — within weeks hundreds had drowned as their boats sank sailing out from Libya.
